Why do American Express gift cards go for more than their face value on Ebay?

Are they hard to get or do they actually cost more than their face value? Usually they go for $1- $5 more than face value.

1. People are stupid, you have proof now.
2. They usually have free shipping so people expect to pay face value plus $1 or $2. $5 over just seems silly.
