Question on the american express gift cards?

What does it mean when it said "Subject to applicable law, a monthly service fee of $2.00 applies but is waived for first 12 months after purchase"

1. American Express will deduct $2.00 per month from the card balance (after 12 months). I am not sure if this means the fee is waived for 12 months after each purchase (targeting inactive cards) or if it means 12 months from the time the gift card was purchased. Call the company. I'm sure they will be helpful.
