what does "padding on greeting cards" mean ??

I'm working on a translation project about prison and have run into a problem. One sentence about what prisoners are allowed to keep in their cells states, "Greeting cards, such as birthday cards, are allowed in your cell if they do not have any padding on them." what does that mean ??

  1. "Padding" on greeting cards usually consists of an area of, typically, material such as felt or satin added to the surface of the card to add extra decoration; it is easy to see why the prison authorities would be dubious about it as it ciould easily be used to conceal forbidden items.
  2. I think it means a flat piece of card would be ok, Not one of the soft types (you could remove the soft padding if there was any and conceal something inside)
  3. cushioning, stuffings, fillings, or linings artifact consisting of soft or resilient material used to fill or give shape or protect
