Prepaid Gift Cards to which you can add value after purchase?

I want to buy a friend a gift card to which he can add value if he wants after I give it to him. All the prepaid gift cards I have seen don't let the recipient of the card ever add value to the card. Does anyone know of any prepaid gift or debit card to which you can add value after purchase and which, in order to register after you pay for it, you do not need to give your social security number or present ID? I couldn't get the card for this person because, for good reason, I don't know his social security number, and in order to get the ID it would spoil the surprise. Thank you, Chuck

2. I don't think you'll be able to find one. The only one I could think of was the pre-paid visa cards. But I'm not sure you can add to the balance.
