why do itunes gift cards sell for more than face value on ebay?

i was trying to buy some itunes cards at a slight discount so i checked ebay. but some of the cards are selling for more than the face value (eg, $15 card bid up to $16 or $25 card big up to $28.) why would someone pay more for one when they could just buy it at the store for regular price?
