do you have to load prepaid visa gift cards when you buy them?

I know this is a stupid question but I'm just making sure so I don't get "ripped off"

1. Gift Cards. With most gift cards if you purchase one for 25.00 that is the value that will be on the card and so on.
2. If your speaking of a green dot visa or mastercard ..yes they are loaded and activated at the time of purchase . Dollar amount up to $500.00 at a time . I believe there's a 60 minute waiting period to start using for on-line purchases . You get the real card with your name and such after contacting C.S.and registering the card with a pin from the register .
