Can I buy Visa/Mastercard gift cards with my Walmart gift card?

Is it possible for me to buy Mastercard or Visa gift cards at Walmart with a Walmart gift card? I found something at another store that I want to get, but I'm not sure if I can get a Visa or Mastercard with it. If you could also tell me what the fee for one is, and give as much detail in your answer as possible, that would be fantastic.
