What is the best site to sell my gift cards for top dollar?

I have a few gift cards laying around for almost a year and I want to get cash instead. It seems that some of the websites are rather ripoffs offering rather low buyback price. What is the best website to sell them for the best price? cardpool is offering 80% face value buyback for some of them. Is there another site that beats that offer? Additionally, Is there a law that says that I can go to retailers and exchange those gift cards for cash?
